I am sure its not my ISP as other friends of mine can seed.and utorrent always shows a green icon below too so that means its no connectivity issue.i only have a problem with seeding.i can download files just s just that i start to get disconnected from peers slowly as soon as my torrent is finished and even if i do connect the no. of peers immediately start to disconnect from me.after that i shut down my pc.after a couple of hrs when i turned it on.the client only connects to 3-4 peers and also disconnects with them in 6-7 seconds.and my upload speed is almost NIL.even if i do connect to 6-7 peers.my upload speed fluctuates beteen 1-5 Kbps.and sometimes it just goes off.
